This Is The Confidential Note That Pushed Biya To Create a 5th Military Region

In an information note addressed to the high hierarchy of the Cameroonian army, the soldiers on the war front in the South-West and North-West Regions for the preservation of the integrity of the Cameroonian territory against armed secessionists explain why the central government loses more men in uniform than civilians.

The insubordination, the double playing and the inexperience of some senior officers are denounced by the anonymous authors of the text below. And a part of the texts signed yesterday by Paul Biya, chief of the armed forces, give them reason:

Confidential Note

Excellence,

We realize that there is a disorder and non-compliance with the instructions given by the field hierarchy of operations in the two regions in crisis.
This Is The Confidential Note That Pushed Biya To Create a 5th Military Region
The decisions taken by the higher hierarchy are not applied by those called to implement them in the field, especially in the SW where General Sali's instructions are not respected by the operations commander, the LOC. Ousmanou, who flouts these instructions, puts and kills the elements of our forces for free.

He favors his status as a magistrate of training to threaten the elements by branding them human rights and the translation to the military court or the CPJ. This way of acting has already encouraged or facilitated the secessionists to kill some of our elements and have our equipment ripped off (weapons and ammunition).

During the staff meetings held by the prefect of the manyu, he is regularly lonely against everyone, sometimes taking to witness the prosecutor of the republic of the place to support his statements on the respect of human rights.

He declares that the President of the Republic and his government in Yaoundé must find a political and non-military solution to this crisis and that he will never accept that a man under his command uses his weapon against anyone.

It has been noted several times when it is announced that there is an attack somewhere, it always lags to authorize the intervention, which makes it always found that the enemy has managed to commit his crime.

Would his actions be limited only to the defense of human rights or is he an accomplice of the enemy? His way of doing things is incomprehensible and not explained, we are in a war zone, where the enemy comes armed and we are their main target and I am asked not to use my defenses.

Other senior officers are engaged in maintaining and protecting the underground economy that maintains and supports the enemy's camp, the LOCs. Ntsama and Lt COL. Ngongang, these two are engaged in despicable acts that do not honor our army, break shops in Ekok, and other localities of Manyu, two freezers carried away, money and other seized property held by both.

The slightest questioning of a subordinate, you are worth redeployment further zone or punishment. It is said that the higher hierarchy punishes this kind of behavior.

We propose what:

1- The bursting of the 2nd RMIA in two the Lt and the SW, the NW and the OU and to name new men to the head for more efficiency.

2 - That General Melingui be redeployed elsewhere, because of his lack of control over the terrain.

3 - The urgent appointment of men on the ground in both regions.

4 - Redefine the role and responsibilities of all services deployed in the field.

5 - removal of defective weapons from equipment allocated to men

6 - Strengthen intelligence.

This crisis is far from over so early, so we must make good arrangements and with men who are driven by the spirit of peace and stability of our country.

Our forces have in their midst men who are accomplices of the enemy or who no longer agree with the regime in place and COL Ousmanou must be one of those, it is a question for us to be very vigilant, not only to look far of oneself, but on the turn of oneself, one does not know who is who.

We think in terms of what is happening now within our various intelligence services, where they no longer give the right information to the hierarchy, because complicit in some networks and serving other interests and not the regime in square.

So it is question and urgent, unless otherwise stated by the higher hierarchy to put more emphasis on the creation of informal intelligence networks, which can at the same time infiltrate civilians and troops with all our might, with many women within them. This will help us to have the right information and in real time. Experience has proven that one man says everything to the woman.

We propose the closure and excavations of the neighborhoods of Yaoundé where there is a large Anglophone concentration. To ensure the security of the congress of the SDF.
