Operation Sparrowhawk: These Different Cases That Were Right Atangana Kouna

They would be five in total, but only two are currently of interest to the Special Criminal Court (Tcs) Evocation.

The sleuths of the Tcs are currently leaning, according to indiscretions reached InfoMatin, on the financial auditing activities carried out for the years 2000, 2001, 2003 and 2004 of the defunct National Water Company of Cameroon (Snec), as well as than on the famous file of the Belgian service provider Aspac.

Regarding financial audits, when he was appointed provisional administrator (Ap) of SNEC, on April 24, 2002, and in order to get an idea of the health of the company, Basile Atangana Kouna decided to have the management audit for, only, the 2000 and 2001 exercises of the era of his predecessor, Clement Obouh Fegue.

It is, he thinks then, to have just a glimpse of the situation of the house from which he inherits. This task, entrusted to René Libong (audit and audit firm), is carried out from July 1 to December 31, 2002. The audit, whose report is made public in 2004, reports irregularities. accounting and probable misappropriation of public funds.

The report also reveals deficiencies, such as the overstatement of the property, plant and equipment accounts, depreciation and equipment subsidy, the lack of supporting documentation for certain cash accounts, and even certain income and expenses charged to the accounts.

Two years later, the Ap ordered another financial audit for the 2003 and 2004 financial years, in order to detect probable deficiencies related to its two years of management. Basile Atangana Kouna intends to improve the quality of its management. The findings of this latest report, however, indicate that the management of the business during the reporting period is sound, without misguidance.

In 2007, Snec disappeared to give birth to the Cameroon Water Utilities Corporation (Camwater, heritage company) and the Cameroonian water farmer (Cde). Basile Atangana Kouna remains and will lead Camwater until December 9, 2011, when she was promoted to the government as Minister of Water and Energy (Minee). He will be replaced at the head of the public company in March 2012 by Jean William Sollo.

But very quickly, the relations between the new Dg and his supervisory minister will deteriorate. The reason, one learns, is the many reminders to the order of Basil Atangana Kuna to the one who, obviously, departs from the managerial orthodoxy. Info or intox ? Still, between the two men, it's no longer the honeymoon.

Thus, Jean William Sollo, believing to denounce the management of his predecessor, exploits the first report and filed a complaint against X from 2 February 2014 at Tcs. The substance of his accusations is simple: the reports of audits cited above and sponsored by his predecessor, Basile Atangana Kouna. But in reality, Mr. Sollo, who believes he is targeting his intimate enemy, rather reaches Mr. Obouh Fegue: the audit report, for the years 2000 and 2001, is against the former boss of SNEC.

With respect to the second area, it dates back to 2009 when Camwater seeks a partner for the rehabilitation, strengthening and extension of the drinking water supply systems of the distribution centers, scattered throughout the country and has ected by the dilapidated facilities. The project, financed by a Belgian banking institution, was estimated at some CFAF 40 billion and involved 52 equipped and non-equipped centers.

A confidential note, addressed to the judicial authorities in 2016 and that some sources attribute to Jean William Sollo, indicates that the company Aspac Cemac Sarl, with the purpose of the engineering services, had been designated successful bidder for the realization of said project. Only, supports the correspondence, several years later, many water distribution centers have remained in a state of dilapidation, unable to meet the primary drinking water needs of the population. It also refers to Mr. Sollo's letter of denunciation that Basile Atangana Kouna had full control of Aspac.

However, by notarized deed drawn up on April 21, 2010 in Yaounde by Me Kwa-Mbette, the main shareholders of Aspac Cemac Sarl are known. They are Vanessa Yondo (Aspac International), Nana Aloa Thomas and Bello Oussoumanou (Aspac Universal Limited). With regard to the evolution of investigations and hearings currently under way in the Tcs, everything suggests that we could well move towards a place. But the conflict between Basile Atangana Kouna and Jean William Sollo is actually an ego fight between former friends and two worthy sons of the Mefou and Akono

So here are two men who seemed to be close together, who had been politically together in the Democratic Rally of the Cameroonian People (CPR, in power) in their department of origin. A tandem that was believed to be inseparable, but that selfish interests ended up spreading.

In fact, as soon as he is brought to the head of the Camwater, Mr. Sollo, apparently blinded by the money and the power he rediscovers after a long crossing of the desert, organizes the witch hunt within the public company. This obsession with wanting to find the little beast, added to the double game of the many courtiers who shuttled between the protagonists, has contributed a lot to catalyze acrimony. Especially since, on the other side, his now enemy also seems to want to "chastise" the one who ostentatiously holds his head.

The end, we already know it.
